We have introduced School Exclusion Zones (SEZ) at additional schools in Perth and Kinross, following a trial period of operation. These followed the four existing locations that have already successfully benefitted from these zones. The additional zones were brought in following feedback from parents, children and local residents reporting ongoing road safety issues caused by drivers bringing their vehicles too close to the school gate.

- The zones are designed to encourage greater walking, cycling and active travel by pupils and parents

Vehicles will not be permitted to drive in, out or around the school streets when the scheme is in operation. Signs are located at the entrance to the schemes which will have flashing lights to indicate when the scheme is in operation. Only those with permits will be exempt from the restriction.
During the trial periods, we have worked with the schools and communities to identify and promote locations away from schools where parents can park to help disperse the cars over a wider area than at present. The use of these "Park and Stride" sites has been encouraged as well as pedestrian and cycle training and where necessary the provision of additional cycle and scooter parking.
The success of the trial was measured through:
a reduction in traffic congestion and vehicle speeds around school gates as measured through before and after traffic speed and volume surveys
an increase in walking and cycling and reduction in car trips as measured through the annual Sustrans Hands Up Survey

Following the completion of the trials for , a report was submitted to the Economy & Infrastructure Committee on 28 May 2025 to recommend the retention, amendment or removal of the restrictions at the respective sites.
From 1 November 2016, the following school streets have been operating between 8:15 am - 9.00 am and 2.45 pm - 3.30 pm during school term only:
- Burrelton Primary School - School Road (from North Street westwards).
- Coupar Angus Primary School - School Road / Townhead / Princeland Road.
- Arngask Primary School - Access to garages off Greenbank Crescent.
- Luncarty Primary School - Marshall Place / Marshall Road / Miller Road.
Following approval of the May 2025 Economy and Infrastructure Committee report, the following school streets will operate each morning and afternoon at school opening and closing times during school term only:
- Guildtown Primary School - School Road. 08:15 to 09:15 and 14:45 to 15:30 Mondays to Fridays inclusive, during term time.
- Inchview Primary School, Perth - Craigie Place. 08:15 to 09:15 and 14:45 to 15:30 Mondays to Fridays inclusive, during term time.
- Kinloch Rannoch Primary School - Alltmor Crescent. 08:15 to 09:15 and 14:30 to 15:30 Mondays to Fridays inclusive, during term time.
- Newhill & St. Stephen Primary Schools, Blairgowrie Community Campus - McLaren Park, Smithfield Avenue, Smithfield Crescent, Smithfield Way. 08.00 to 09.15 and 14.30 to 15.30 Mondays to Fridays inclusive, during term time.
Consultation with the school communities at Viewlands Primary School, Fairview School and Perth Academy and neighbouring residents is currently underway on revised proposals for a School Exclusion Zone: the proposed new school exclusion zone would be smaller, cover Oakbank Crescent, the upper section of Oakbank Place and the upper section of Murray Place, to ensure both vehicle and pedestrian access to the primary school are located within the SEZ. Fairies Road would continue to be a drop-off and pick-up point at the west of the campus, while Murray Terrace and Viewlands Place would have the same function at the east of the campus. (as per attached map). Viewlands Terrace will be removed from the SEZ given its remoteness from the campus and little impact from displaced traffic. Fraser Terrace would be retained within the extent of the School Exclusion Zone to prevent drivers using this to exit the area.
Work is also in progress regarding a trial of the school exclusion zone at Tulloch Primary School, covering Gillespie Crescent, Gillespie Place and Nimmo Avenue, with further improvements to be made to the road infrastructure for pedestrians.
Residents living within the streets that are closed should apply for a permit that must be displayed on the car windscreen. The Council will notify affected households by letter. If your household has more than one car, you can apply for a permit for each car. Please note: this only applies to those living at the address.

You will need to confirm where you live by providing us a copy of any one of the following:
- current lease
- current utility bill or bank statement (no more than 3 months old)
- a copy of a current council tax bill (in your name and for a PKC address) or card or non-domestic rates bill
- medical card
A copy of the vehicle registration document must also be produced. Please do not send originals as they will not be returned to you.

Notes
- Disabled users displaying a blue badge will be permitted as well as emergency services and contract school transport dropping or picking up pupils from the school.
- Business owners will be entitled to apply for permits for vehicles registered at their business address within the zone. Businesses may also apply for permits for client access.
- Permits will be available for visitors including family members who do not live with you (however these will only be issued where a specific need can be identified)
- Permits are vehicle specific, so if you are about to change your vehicle, please wait until receiving your new registration documents before applying
- Parking is not affected by this scheme. This is an access restriction during school pick-up and drop-off times for unnecessary traffic. For users without a permit, it means you cannot drive your vehicle within the exclusion zone during the prohibited times. Parked vehicles without a permit will be unaffected during these times.
- The restrictions will be enforced by Police Scotland. The penalty for ignoring the signs will be a fine.
